States that reported at least 10 average daily new COVID-19 cases per 100,000 residents over the previous week are subject to the quarantine order, as well as states with a test positivity rate over 10%.
Several states, including Rhode Island and Delaware, have bounced on and off the quarantine list, leaving travelers from those states subject to the requirement some weeks but not other weeks.
New York, New Jersey and Connecticut all enforce the order differently, with New York threatening a $2,000 fine if air travelers from affected states don't fill out a contact-tracing form before leaving the airport.
On Monday, Cuomo signed an executive order
requiring international travelers coming from most other countries to fill out the form, which requests the address and contact information where the traveler will be quarantining. Cuomo signed an executive order
The order applies to any country designated a Level 2 or Level 3 coronavirus risk by the U.S. Centers for Disease Control and Prevention. As of Tuesday, that applied to all but 31 countries worldwide.
Since March, New York had already required travelers arriving from those countries to quarantine. Now, they can face the same fine domestic travelers face if they refuse to fill out the form.
